Savannakhet:National Assembly members have urged the government to enhance the management of mineral development to boost economic benefits for the state and citizens while ensuring environmental protection and local community welfare.
According to Lao News Agency, the calls for improved oversight were made on October 6 during the second ordinary session of the 10th National Assembly. Members discussed the government’s report on the implementation of the 2026 National Socio-Economic Development Plan, State Budget Plan, and Monetary Plan, as well as directions for 2027. While acknowledging progress over the first nine months of the year, they highlighted the need for stronger action to tackle challenges, especially in the mining sector.
The assembly members proposed the creation of a national mineral strategy that categorizes minerals for promotion, control, and reservation as strategic resources. They also suggested a review of mining concessions to ensure economic returns align with the use of natural resources and environmental impacts. Mr. Akhom Praserth from Constituency 13, Savannakhet Province, emphasized the importance of using modern technology to oversee mining concessions, verify production volumes, tax payments, and fulfill financial obligations.
Akhom further advocated for domestic processing and value addition to raw minerals to generate jobs and increase national revenue. He stressed that mining companies should manage environmental impacts, such as tailings and pollution, and be responsible for land restoration post-closure. Moreover, he highlighted the importance of local community benefits, including employment, vocational training, and infrastructure development.
Mrs. Soyphet Thongsombut from Constituency 8, Houaphanh Province, recommended suspending new approvals for some rare-earth exploration projects due to concerns about their effects on the environment and local livelihoods. She also suggested exploring alternative fuel supplies, including imports from Vietnam, to reduce transport costs and fuel prices in remote areas. Additionally, she proposed facilitating passport applications for Houaphanh residents locally, instead of requiring travel to Xiengkhouang Province.
Mrs. Kexone Saengyavong from Constituency 3, Luang Namtha Province, called for a nationwide review of land lease and concession agreements to curb land speculation and misuse. She urged local authorities to ensure agricultural projects comply with approved plans and advocated for stricter public health oversight, including monitoring pharmacies and enforcing regulations.
Other members highlighted the need for swift road repairs and addressing education challenges in rural areas, such as student dropouts, teacher shortages, and inadequate school facilities. They emphasized that mineral development should not only focus on resource extraction but also on generating state revenue, benefiting local communities, protecting the environment, and conserving natural resources for future generations.
