Vientiane:Lao and Chinese enterprises have reached an agreement to bolster their collaboration in engineering quality testing, laboratory development, and technical training. This initiative aims to advance the modernization of infrastructure standards in the Lao PDR.
According to Lao News Agency, the Memorandum of Understanding (MOU) was signed on September 29, 2026, in Vientiane. The agreement involves the Transport Engineering State Enterprise (LTEC), the Survey, Design and Geology Department (SDGD), China’s Yunnan Kelun Engineering Quality Testing Co., Ltd. (KELUN), and Lao Construction Quality Testing Co., Ltd. (LCQT).
The MOU was signed by LTEC Director Thongdeun Khammany and KELUN Chairman Chen Yanlong, with Minister of Public Works and Transport Leklai Sivilay, ministry officials, and representatives from the involved enterprises in attendance.
This cooperation is set to enhance engineering quality testing for major infrastructure projects such as roads, bridges, railways, airports, irrigation facilities, and environmental works. It will also introduce modern testing technologies, equipment, and international standards.
The agreement includes plans for establishing an international-standard engineering laboratory that combines Chinese testing technologies with Lao technical expertise. Additionally, LTEC will send at least two staff members annually to China for short-term professional training.
The partnership will provide two sets of specialized equipment to support research and measures related to urban flooding. It also includes upgrading testing laboratories and offices in Vientiane and Xiengkhouang Province.
Minister Leklai welcomed this cooperation, emphasizing the importance of strong state-owned enterprises for national socio-economic development and market stability. He expressed confidence that the partnership would enhance LTEC’s technology, management, and professional capacity.
The event also featured presentations on LTEC’s history and a five-year strategic plan for 2026-2030, along with an exhibition of engineering testing equipment and a demonstration of foundation and pile testing technology.
