Vientiane: The launch ceremony for the Online Licensing System Database for Digital Technology Work took place on October 6, 2025, at the Lao Digital Park in Vientiane.

According to Lao News Agency, the event was attended by Mr. Santisouk Simmalavong, Vice Minister of Technology and Communications, along with senior officials and representatives from related sectors. During the ceremony, Mr. Pasitdet Louangvilay, Deputy Head of the Digital Technology Department under the Ministry of Technology and Communications, addressed the challenges faced in managing digital technology businesses and electronic transactions with traditional methods. The reliance on paper records, notebooks, and Microsoft Excel posed risks of data loss and difficulty in tracking documents or generating reports.

The previous licensing process, which required in-person applications, was also deemed slow and outdated. To overcome these issues, the Digital Technology Department collaborated with Saysith IT Consulting Sole Co., Ltd. to develop an Online Licensing System for the technology and communications sector. This initiative is designed to enhance efficiency, speed, and transparency, aligning with the government's National Digital Economy Vision, Strategy, and Development Plan endorsed by the National Assembly.

The development and deployment of the Online Licensing System Database for Digital Technology Work are structured in two phases. The first phase, involving the development of the Digital Business License (DBL) system, has been successfully completed. The department plans to continue working closely with other ministries, organizations, and provincial Technology and Communications divisions nationwide to ensure the comprehensive adoption of the system.
