MoES and Australia Unveil Teacher Self-Assessment Tool to Enhance Education Quality

Vientiane: The Ministry of Education and Sports (MoES), with support from Australia through the BEQUAL program, is set to officially launch the Teacher Self-Assessment (TSA) tool on 4 August 2026. The event, chaired by Dr. Lamphoune Laungxay, Director General of the Department of Teacher and Educational Administration Development, and Ms. Kate Goodfruit, Second Secretary at the Australian Embassy, marks a significant advancement in efforts to enhance teacher professional development and improve primary education quality in Lao PDR. According to Lao News Agency, the launch event will gather key stakeholders from various levels, including the Department of Teacher and Educational Administration Development (DTEAD), Department of General Education, Department of Organisation and Personnel, Department of Education Quality Assurance (DEQA), Department of Finance and Planning, eight target Provincial Education and Sports Services, all eight Teacher Training Colleges (TTCs), and development partners. Dr. Lamphoune emphasized the TSA's role in enabling teachers to reflect on their practices, enhance their skills, and better meet student needs. He expressed gratitude to Australia for its ongoing partnership and support via BEQUAL, which has been instrumental in the tool's development. The TSA tool, developed in 2023 alongside the Primary Teaching Standards by DTEAD with Australia's support, was piloted in three districts with 30 teachers. Following initial feedback, the tool was revised and scaled up for the 2025-2026 school year to include Internal Pedagogical Support staff across 1124 schools. This expansion provided valuable insights, leading to further refinements by DTEAD and BEQUAL, ensuring the tool's practicality and relevance for broader use. Ms. Kate Goodfruit highlighted the collaboration between MoES and Australia through BEQUAL, emphasizing their shared commitment to strengthening basic education foundations. By aiding teachers in identifying their learning needs and improving classroom practices, the TSA aims to enhance teaching effectiveness, student engagement, and learning outcomes, equipping young people with essential skills for the future. The TSA tool's launch is a pivotal step in fortifying the teacher development system in Lao PDR. It ensures teacher learning is targeted, practical, and aligned with classroom realities, supporting the national goal of improving education quality for all students. The launch meeting will focus on building a shared understanding of the TSA, identifying conditions for effective implementation, clarifying roles across MoES departments, and integrating the tool into existing systems like Continuing Professional Development, appraisals, academic titles, and the Fundamental Quality Standards (FQS) quality assurance system. Dr. Lamphoune expressed appreciation for all contributors, emphasizing the collective effort toward improved teaching and student learning.
