Manila LGU to implement ‘no apprehension during rush hour’


MANILA: Mayor Honey Lacuna on Thursday ordered the immediate implementation of a “no apprehension during rush hours” policy in the streets of Manila.

In a statement, Lacuna said she gave the order to the new Manila Traffic and Parking Bureau (MTPB) chief, Narciso Diokno III, to implement such policy during rush hours so as not to cause motorists and commuters any delay as they go to their respective places of destination.

The rush hours covered are from 6 a.m. to 9 a.m. and from 4 p.m. to 7 p.m.

However, Lacuna clarified that the “no apprehension during rush hour” does not mean that motorists can commit traffic violations wantonly, especially major ones.

Diokno said that during those hours, most people are rushing to their respective offices or workplaces and subjecting them to apprehension, especially on minor offenses, will further cause them delay.

“Papasok ang mga empleyado, mga estudyante sa kani-kaniyang eskwela o opisina. Kung manghuhuli ang traffic enforcer, lalo lang magkaka-traffic traffic (Emp
loyees and students will be going to their offices or schools. If apprehensions are made by enforcers, traffic will become more congested,’ he said.

Diokno said the mayor’s order is for the MTPB to continue conducting traffic direction and control, making sure that the flow of traffic during rush hour is smooth or free from any congestion.

He added all enforcers are bound by the directive and those who will violate the order will be dealt with accordingly.
