Lao PDR to Launch Population Policy Coordination Committee for National Development

Vientiane: The Ministry of Planning and Investment (MPI) in Lao PDR, supported by the United Nations Population Fund (UNFPA) and both national and international partners, has held a consultation meeting to establish the Population Policy Coordination Committee (PPCC). This strategic body is aimed at ensuring the effective implementation of the National Population and Development Policy (NPDP) 2019-2030, advancing Sustainable Development Goals, and monitoring progress on the International Conference on Population and Development Program of Action (ICPD PoA).

According to Lao News Agency, the PPCC's establishment marks a significant advancement in placing population and development at the core of national planning. With 60% of the population under the age of 25, the country is poised to seize a unique demographic opportunity. The committee's priorities include reproductive health, demographic transition, youth empowerment, ageing, and harnessing the demographic dividend. The NPDP, aligned with Sustainable Development Goals and ICPD25 commitments, provides a framework to address issues like reproductive health, youth development, gender equality, ageing, migration, and population data.

Ms. Phonevanh Outhavong, Deputy Minister of Planning and Investment, stated that the PPCC reflects the government's commitment to integrating population dynamics into development priorities. The initiative stems from a national dialogue and regional exchanges, notably with Cambodia. Enhanced coordination among ministries, provinces, and partners aims to maximize the demographic dividend, support gender equality, and improve citizens' wellbeing. This committee is expected to move the nation closer to its 2030 development vision.

This initiative originates from recommendations made at the 1st National Conference on Population and Development and aligns with commitments from the 7th Asian and Pacific Population Conference and the 57th Session of the Commission on Population and Development.

Earlier this year, a high-level Lao delegation visited Cambodia to exchange experiences on establishing a similar committee. Based on these exchanges, the MPI, with UNFPA's support, developed the Terms of Reference and Concept Note for the PPCC. The consultation meeting aimed to adapt these documents to the Lao context and ensure effective implementation.

The PPCC will serve as a central platform for coordination, policy integration, monitoring, and resource mobilization across various sectors. Its objectives include facilitating collaboration, integrating population dynamics into national planning, overseeing a monitoring and evaluation framework, mobilizing resources, and promoting data use for evidence-based decisions.

Dr. Bakhtiyor Kadyrov, UNFPA Representative in Lao PDR, emphasized that the PPCC is a strategic step toward strengthening national mechanisms for implementing the Population and Development Policy. The committee will foster collaboration, enhance coordination, and advance evidence-based planning to benefit all, especially vulnerable populations.

The committee will be chaired by the Ministry of Planning and Investment and include representatives from various sectors. A dedicated Secretariat will support its operation, ensuring effective communication and coordination.
