Lao and Vietnamese Leaders Strengthen Ties During High-Level Meeting in Hanoi

Hanoi: Vietnamese Prime Minister Pham Minh Chinh hosted a reception in Hanoi for Party General Secretary and President Thongloun Sisoulith, who is in Vietnam to attend the signing ceremony of the United Nations Convention against Cybercrime, also known as the Hanoi Convention. Vietnamese PM Chinh stated that the convention will establish a new legal framework for member states worldwide to work together against cybercrime, contributing to global cybersecurity and safety. He emphasized that the attendance of the Lao leader, along with his entourage, will contribute considerably to the event’s overall success.

According to Lao News Agency, PM Chinh praised Laos’ achievements in realizing the resolution of the 11th National Congress of the Lao People’s Revolutionary Party, the ninth five-year socio-economic development plan, and the national agenda on overcoming economic and financial difficulties and combating drugs. He also commended Laos’ preparations for Party congresses at all levels toward the 12th Nation
al Party Congress in early 2026.

On bilateral ties, PM Chinh expressed satisfaction with the continued positive development of the bilateral great friendship, special solidarity, and comprehensive cooperation, marked by regular high-level meetings. These meetings take place both bilaterally and on the sidelines of global and regional forums, where they discuss core issues to further foster ties between the two Parties and nations.

Key joint projects are progressing, with bilateral trade reaching 2.4 billion USD during the first nine months of 2025, reflecting a 57.1% increase year-on-year. Vietnam’s exports to Laos surged 79.9% to 884.5 million USD, and imports grew 46% to 1.5 billion USD.

PM Chinh reiterated Vietnam’s priority in its relationship with Laos, expressing strong support for Laos’ construction, reform, and development. General Secretary and President Thongloun Sisoulith described the Hanoi Convention as a historic milestone, being the first global legal framework for tackling cybercrime.

The
Lao leader congratulated Vietnam on hosting this significant event, noting its role in elevating the country’s global and regional standing. He expressed gratitude for Vietnam’s steadfast support over the years.

President Thongloun offered condolences to the Vietnamese Government and people over recent flood and storm damage in northern provinces, affirming that Laos stands side by side with Vietnam in all circumstances.

Both leaders committed to working closely to ensure the effective implementation of key joint projects and to hold practical activities to celebrate major anniversaries of the two Parties and countries in the near future.
