Foreign Minister Briefs Diplomatic Corps on Outcomes of the 12th National Congress of the LPRP

Vientiane: Mr. Thongsavanh Phomvihane, Member of the Party Central Committee and Minister of Foreign Affairs of the Lao People's Democratic Republic, on 9 January briefed members of the diplomatic corps, representatives of international organizations, and domestic and international media on the outcomes of the 12th National Congress of the Lao People's Revolutionary Party (LPRP).

According to Lao News Agency, the briefing followed the successful conclusion of the 12th National Congress, convened under the theme of enhancing the Party's leadership, building an independent economy, and consolidating the People's Democratic System towards socialism. Minister Thongsavanh emphasized the Congress's significant results, marking a pivotal point in the Party's leadership and national development.

The Congress adopted the Third Political Program of the Party, presented by Comrade Thongloun Sisoulith, General Secretary of the Party Central Committee. This Program outlines the Party's strategic vision and development orientation through 2055, evaluating the implementation of the Second Political Program and the Party's leadership in various national endeavors.

Additionally, the Congress unanimously adopted the Political Report of the 11th Party Central Committee, reviewing the socio-economic growth achieved despite numerous challenges. It also approved the 10th Five-Year National Socio-Economic Development Plan (2026-2030), which translates the Congress's Resolution into actionable national plans and investment frameworks focusing on sustained development.

The Congress set long-term goals toward 2055, aiming for Laos to become a developing country with upper-middle income, supported by a strong political system and advanced economic structures. It identified 11 key contents to consolidate the People's Democratic System in advancing toward socialism.

The Congress also reviewed challenges in Party leadership, identifying root causes and calling for corrective measures. It adopted six lessons from past experiences to guide future leadership and policy implementation.

On foreign policy, the Congress reaffirmed its commitment to multilateralism, UN principles, and peaceful dispute resolution, emphasizing relations with political parties worldwide. It stressed enhancing foreign affairs coordination and adhering to democratic centralism principles.

Facing complex regional and international developments, the Congress reiterated its commitment to a foreign policy of 'Peace, Independence, Friendship, and Cooperation,' prioritizing relations with neighbors and strategic partners, and promoting connectivity and cooperation respecting sovereignty and mutual benefit.

For future directions, the Congress aims to consolidate the People's Democratic System and advance toward socialism by 2030, establishing strong development foundations post-LDC graduation.

Responsibilities for implementing the Congress's Resolution were assigned to the Party Central Committee and other levels, ensuring concrete action plans with consistent monitoring under centralized Party leadership.
