DBM OKs release of P579M for LGUs’ climate change ‘survival fund’

MANILA: The Department of Budget and Management (DBM) has greenlighted the release of some PHP579 million in funds for the implementation of projects under the People’s Survival Fund (PSF) aimed at enhancing community resilience and sustainability

In a news release Wednesday, the DBM said Budget Secretary Amenah Pangandaman approved the Notice of Cash Allocation (NCA) amounting to PHP579.312 million to the Department of Finance Bureau of the Treasury (DOF-BTR).

‘Mitigating climate change is not just a policy directive but a personal advocacy for me. How can we safeguard our future if we neglect our environment?,’ Pangandaman said.

‘We are giving all the necessary aid for our LGUs (local government units) to undertake projects crucial for enhancing resilience and sustainable development. Through the People’s Survival Fund, we empower local communities in the fight against the climate crisis,’ she added.

Established through Republic Act 10174, the PSF provides long-term financing to LGUs and accredited loca
l or community organizations for climate change adaptation programs.

According to the DBM, the allocation will fund six development grants, five full-scale projects, and extra support for two ongoing projects spread across the country, particularly in Northern and Eastern Samar, Mountain Province, Bukidnon, Isabela, Quezon, Province of Sarangani, and Agusan del Norte.

Among the focus areas is flood control through the construction of building levees, floodgates, and drainage systems in vulnerable areas.

The agricultural sector has also benefited from PSF, particularly in developing climate-resilient crop varieties and sustainable farming practices for food security amid changing climate conditions.

Another key achievement of the PSF is enhancing early warning systems, as well as championing environmental restoration projects such as reforestation and mangrove restoration.
