BIR Introduces Digital TIN ID for Taxpayers

Manila – The Bureau of Internal Revenue (BIR) has announced a new digital Tax Identification Number (TIN) ID system, allowing taxpayers to bypass the need to queue at Revenue District Offices. BIR Commissioner Romeo Lumagui Jr. shared on Thursday that the digital TIN ID, part of the Online Registration and Update System (ORUS), is now available as per Memorandum Circular 120-123 issued on November 29.

According to Philippines News Agency, Lumagui emphasized that this system is part of BIR’s commitment to providing excellent taxpayer service and aims to eradicate the practices of fixers and scammers selling TIN online. Taxpayers with existing TINs can apply for the digital version through ORUS. To obtain the digital TIN ID, taxpayers must update their email addresses at their respective Revenue District Offices using Form S1905 – Registration Update Sheet (RUS) or through BIR’s eServices – Taxpayer Registration Related Application (TRRA) Portal.

The BIR cautioned against uploading irrelevant or misleading photos, which could result in penalties. The digital TIN ID, serving as a government-issued ID, can be authenticated online using the QR Code provided in the ORUS system. Unlike the physical TIN card, it doesn’t require a signature and is a permanent identification document. Both physical and digital TIN IDs are valid, and obtaining a physical card is not necessary if one possesses a digital TIN ID. The BIR assured the public that the digital TIN ID is free and cautioned against utilizing online TIN ID assistance services, which may result in invalid or fake TINs and incorrect taxpayer classifications.
