Laos Health Sector Prepares for Changes Post-LDC Graduation

Vientiane:Laos is reassessing its health sector priorities as the country prepares for graduation from the Least Developed Country (LDC) status. A recent meeting was co-chaired by Minister of Health Baykham Khattiya, Japanese Ambassador to Laos Koizumi Tsutomu, and World Health Organization (WHO) Representative to Lao PDR Timothy Armstrong. Government officials, development partners, and representatives from relevant sectors participated in this significant review.

According to Lao News Agency, the meeting focused on evaluating the progress under the 10th Five-Year Health Sector Development Plan for 2026-2030 and discussed priority action plans for 2027. With the anticipated decline in Official Development Assistance (ODA) post-LDC graduation, there was a strong emphasis on increasing domestic budget allocations for healthcare and exploring additional financing options, including climate finance.

Participants at the meeting also highlighted the importance of expanding digital technologies and artificial intelligence in health management and service delivery, while maintaining data privacy, safety, and ethical standards. The development and retention of qualified medical personnel, particularly in rural and remote areas, were identified as crucial, along with improving healthcare facility standards to meet public expectations.

Minister Baykham Khattiya noted that LDC graduation is a significant milestone that demands greater national responsibility and ownership of health development. She emphasized the government's commitment to enhancing domestic financing for the sector. Meanwhile, Japanese Ambassador Koizumi Tsutomu underscored the role of technology as a tool to strengthen the healthcare system and improve services for the Lao population.

WHO Representative Timothy Armstrong assured the organization's continued support for the Lao government during this transition, aiming to build a resilient healthcare system. The Lao government and its development partners plan to continue their collaboration to fortify the sustainability of the health sector and ensure equitable access to quality healthcare services for all citizens.
