New York:Lao PDR has reaffirmed its commitment to multilateralism and international cooperation as it prepares for a smooth transition from Least Developed Country (LDC) status. Deputy Prime Minister and Minister of Foreign Affairs Thongsavanh Phomvihane addressed the General Debate of the 81st United Nations General Assembly (UNGA) in New York on September 26, 2026.
According to Lao News Agency, Mr. Thongsavanh spoke under the theme ‘Rebuilding trust, governing transitions: Delivering a UN that works for everyone.’ He emphasized the importance of international collaboration in tackling global challenges, promoting peace, and advancing sustainable development.
Mr. Thongsavanh reiterated Laos’ support for a multilateral system anchored by the United Nations and urged for disputes to be resolved diplomatically, respecting the UN Charter’s principles of sovereignty and non-interference. He also supported efforts to reform the UN to enhance its efficiency and adaptability in a changing global landscape.
Regard
ing LDC graduation, Mr. Thongsavanh stated that Laos is dedicated to ensuring a quality and sustainable transition, with graduation slated for November 24, 2026. He highlighted the necessity of ongoing technical cooperation and reliable financial resources, viewing the graduation as a new phase in national development.
The Deputy Prime Minister detailed the Government’s implementation of the 10th National Socio-Economic Development Plan (2026-2030), which aims to build a self-reliant economy, develop human resources, and enhance connectivity. Infrastructure projects like the Laos-China Railway and the proposed Laos-Vietnam Railway to Vung Ang Port are key to transforming Laos from a landlocked to a land-linked nation.
Laos also reaffirmed its commitment to ASEAN centrality in fostering regional peace and prosperity and supported the ASEAN Vision 2045.
Addressing the issue of unexploded ordnance (UXO), Mr. Thongsavanh expressed dedication to Sustainable Development Goal 18, ‘Lives Safe from UXO,’ highlighti
ng UXO clearance as vital for poverty reduction and sustainable progress. He noted Laos’ hosting of the Third Review Conference of the Convention on Cluster Munitions in Vientiane.
In concluding his address, Mr. Thongsavanh congratulated UN Secretary-General António Guterres on completing his term, acknowledging his contributions to international development. He expressed Laos’ commitment to contributing to a peaceful, stable, and prosperous world.
Mr. Thongsavanh also provided an interview to CGTN, discussing the restoration of trust in multilateralism, the role of smaller nations in global affairs, Laos’ LDC graduation preparations, and the economic benefits of cooperation with China, particularly through the Laos-China Railway.
