Vientiane: Lt. Col. Phonekeo Oradom, Head of the UXO Clearance and Disaster Relief Training Centre of the Lao People’s Army, announced during a panel discussion at a side event of the ongoing 3rd Review Conference of the Convention on Cluster Munitions (CCM) in Vientiane, that the national unexploded ordnance (UXO) clearance sector is preparing for its inaugural 10-year strategic plan, covering the period from 2027 to 2036.
According to Lao News Agency, the strategy sets clear objectives to improve survey and clearance operations, modernize technology, achieve financial sustainability, and establish Lao personnel as regional experts. The plan aims to adopt advanced surveying techniques and new technologies, such as advanced metal detectors from Japan capable of distinguishing between explosives and scrap metal, to enhance clearance speed and safety.
Currently, the UXO clearance sector is heavily reliant on international donor funding. Future initiatives aim to transition towards self-reliance by integrating clearance with government infrastructure projects, exploring alternative fundraising models, and encouraging stronger project ownership. With extensive operational experience, Lao personnel are expected to become regional leaders in UXO clearance, sharing their expertise and assisting with missions in other countries. Experienced staff are also increasingly qualified to serve as instructors for specialized international courses.
Public relations and educational campaigns remain crucial to the strategy, ensuring ongoing community understanding, local engagement, and broader support for the national clearance mission. By combining modern equipment, optimized survey methods, and innovative funding strategies, the sector aims to accelerate the safe release of cleared land while building long-term institutional resilience.
