Lucena city: The Department of Budget and Management (DBM) has expressed its support for the proposal to livestream all congressional budget deliberations. This initiative aims to enhance transparency and public engagement, particularly concerning the 2026 General Appropriations Act (GAA).
According to Philippines News Agency, DBM Secretary Amenah Pangandaman emphasized during the Quezon Educators' Research Convention the need for cooperation between the executive and legislative branches. This cooperation is essential to ensure that the GAA aligns with the priorities set in the 2026 National Expenditure Program (NEP). Pangandaman articulated her support for making budget deliberations accessible to the public, including sessions in Congress, the Senate, and bicameral conference committee proceedings.
Pangandaman highlighted that increased transparency would empower citizens to actively monitor the allocation of public funds. She reiterated President Ferdinand R. Marcos Jr.'s appeal to lawmakers to adhere closely to the 2026 NEP. Though slight modifications may occur during congressional deliberations, the program serves as a foundation for crafting the General Appropriations Bill, which becomes law once signed by the President.
The DBM recently submitted the 2026 NEP to the Senate and House of Representatives, proposing a PHP6.793 trillion budget for 2026. This proposal represents a 7.4 percent increase from the 2025 budget, with education, public works, and health remaining as key sectors receiving significant allocations.
