Vientiane:The Ministry of Foreign Affairs of Laos has made significant appointments and promotions, naming two new consuls general and advancing 143 officials as part of an effort to enhance its diplomatic and organizational capabilities.
According to Lao News Agency, the announcements were made during a ceremony held in Vientiane on October 8, 2026. The event was presided over by Deputy Prime Minister and Minister of Foreign Affairs, Thongsavanh Phomvihane.
Bounthavy Boutsaseng, who previously served as Deputy Head of the Ministry’s Office, has been appointed as the Consul General of the Lao PDR in Ho Chi Minh City, Vietnam. Saengkeo Mithong, formerly the Deputy Director General of the Department of Asia-Pacific and Africa, has been named Consul General in Stung Treng, Cambodia.
In addition to these appointments, the ministry announced new roles for two deputy directors general, five division heads, and nine deputy division heads. The promotions and rank adjustments affected 143 officials both within Laos and at its diplomatic missions abroad.
Minister Thongsavanh Phomvihane congratulated the newly appointed and promoted officials, emphasizing the importance of integrity, professional ethics, solidarity, and responsible leadership. He also encouraged ministry personnel to adhere to the resolutions of the 12th National Congress of the Lao People’s Revolutionary Party, the ministry’s fifth Party Congress, and the 14th National Foreign Affairs Conference. The focus should be on economic diplomacy, modernization, and providing timely policy advice.
