Japan, FAO Conclude $1.4 Million Rural Development Project in Northern Laos

Vientiane: The Livelihood Resilience in Rural Areas (LRRA) project, launched in late 2023 with a grant assistance of $1.4 million, focused on strengthening climate resilience and improving livelihoods in 48 remote villages across Luang Prabang Province and Oudomxay Province.

According to Lao News Agency, the project was implemented jointly by the FAO, the Lao Ministry of Agriculture and Environment, and the Japanese Embassy. This three-year initiative aimed to help communities adapt to worsening climate conditions that have long affected agricultural production in the mountainous regions.

Under the project, 48 villages were developed into 'Climate Smart Villages', where farmers received training in sustainable agriculture and climate-resilient farming techniques. The communities shifted away from slash-and-burn farming toward higher-value crops better suited to drought and flooding conditions.

The project also established 16 agricultural technology demonstration plots, 32 practical farming sites, and 10 Producer Groups that enable farmers to directly access markets and strengthen their bargaining power.

Infrastructure development formed a key part of the initiative. The project constructed 31 small-scale irrigation systems, 16 farm access roads, and one bridge, helping communities expand dry-season farming and improve transportation access.

To ensure long-term sustainability, 20 Water User Groups were created to manage irrigation systems locally. In addition, a cash-for-work programme provided temporary income support to 1,150 households during difficult periods in late 2025.

Speaking at the closing ceremony in Vientiane, Mr. Koga Toshimichi, Counsellor at the Japanese Embassy, expressed hope that local communities would continue maintaining and benefiting from the infrastructure built under the project.

Meanwhile, Mr. Phommy Inthichack, Deputy Director General of the Ministry of Agriculture, emphasized that the project's success should serve as a model for expansion into other provinces and future rural development programmes across Laos.

The LRRA project is expected to leave a lasting impact by improving food security, increasing agricultural productivity, and strengthening climate resilience for thousands of rural families in northern Laos.
